Targets live in organizations.settings.support.targets; an admin changes them and this queue starts measuring against the new number. Safety and medical are the exception — 60 seconds, not configurable, because that is the floor.
The working view. Filters are predicates on the query, the header counts come from the server, the clocks tick against each rung's target, and every assignment, reply and closure is a write the rest of the team sees.
